The design concept was to link two small heritage buildings on the Old Kingston Psychiatric Site in such a manner as to create a single complex with floor plates large enough to accommodate both the district and regional offices for the Ministry of the Environment.

The complex had to be able to attain LEED certification. The study included lake cooling, heat pumps, wind generation, and stormwater collection and reuse systems. Following good heritage practice, the infill facades did not match or mimic the heritage facades rather they were juxtaposed with a sleek highly technical skin, showcasing future sustainable technology.
